Conference on Lusophone Migration
The conference focused on migration to, from and within Portuguese speaking countries in the world, and was divided into four principal sessions: Current Trends in Migration, Migration and Development, Integration of Migrants, and Improving Understanding of Migration. Presenters were from Brazil, Mozambique, Portugal and Norway. This conference was supported by the Foundation for Luso-American Development.

Full Text of Professor Neumann's Remarks

Australia's immigration minister, Senator Amanda Vanstone, recently argued that proponents of West Papuan independence should not be offered Australia's protection under the 1951 Refugee Convention because "Separatism is a toxic cause that could, if encouraged, result in chaos, death and suffering on our doorstep." Klaus Neumann commented on the extraordinary events prompted by the arrival of 43 West Papuan asylum seekers in Australia in January 2006 to reflect on the historical origins and overall direction of Australia's current response to refugees and asylum seekers.

Bio Klaus Neumann has written books, articles and radio plays about Pacific Island, Australian, New Zealand, and German histories and cultures, including the award-winning Refuge Australia: Australia’s Humanitarian Record, 2004. He works in the Department of History at the University of Melbourne.

Seeking Asylum Alone: Unaccompanied and Separated Children and Refugee Protection in the U.S.
Georgetown University's Institute for the Study of International Migration (ISIM) and Harvard University's Committee on Human Rights Studies (UCHRS) are convening an invitation-only roundtable discussion about the issues confronting child asylum seekers in the United States.

September 18 - 10:00 a.m. – 3:30 p.m. at the German Marshall Fund of the United States.
The roundtable focused on the findings and recommendations of a two-year comparative research project on children and asylum conducted in the United States, the United Kingdom and Australia. The first of four reports, entitled Seeking Asylum Alone: Unaccompanied and Separated Children and Refugee Protection in the U.S., is available on-line at http://www.humanrights.harvard.edu/conference/Seeking_Asylum_Alone_US_Report.pdf. The report describes the nature and scale of migration by children entering the U.S. without parents, drawing upon government data and statements, advocates’ accounts, court proceedings, and interviews with key participants, including migrant children themselves.

With the release of the Global Commission on International
Migration's report and the upcoming United Nations High-Level Dialogue
on International Migration and Development, a great deal of attention
is being paid to the management of international movements of people.

This event discussed the book Managing Migration: The Promise of
Cooperation/, written by Philip L. Martin, Susan F. Martin, and Patrick
Weil, and published by Lexington Books in 2006.

This volume presents the results of the Cooperative Efforts to Manage
Emigration (CEME) project based on expert field research in the
Americas, Europe, Asia and Africa. It addresses the challenges posed by
increasing international migration and presents case studies of cooperative
migration management. The authors recommend greater cooperation
between receiving and source states in the management of migrant flows
in order to produce positive outcomes for host nations, countries of
origin, and immigrants themselves. See attached for a press release
on the volume.

Srebrenica: Remembrance and Reconciliation
In July 1995, the town of Srebrenica, a designated United Nations Safe Area, witnessed the mass execution of nearly eight thousand men and boys. On June 27, in commemoration of the tenth anniversary of the massacre, the Center for Eurasian, Russian and East European Studies (CERES) and the Institute for International Migration (ISIM) at Georgetown University, with the Heinrich Böll Foundation North America, hosted a panel discussion entitled Srebrenica: Remembrance and Reconciliation . The Georgetown Human Rights Forum presented an event entitled "HIV/AIDS and Human Rights." In most countries in Sub-Saharan Africa over 30 percent of the adult population is HIV positive. The event focused on what appropriate measures can be taken to decrease the spread of the disease while working within the universal human rights framework. Nadia Yakoob of Fragomen, Del Rey, Bernsen & Loewy, P.C. gave a presentation followed by a Q&A Session on Article 3 of the UN Convention Against Torture. Ms. Yakoob is a former Editor of the Georgetown Immigration Law Journal and spent one year researching this issue at the European Court of Human Rights in Strasbourg. November 11, 2003.

Children in War. Five children from Sierra Leone share their experiences of living during a violent brutal war. November 7, 2003

A discussion with John Carlos Frey, director of "The Gatekeeper." The film is about one man's journey through the underbelly of the U.S./Mexico border and details the story of hopeful immigrants who come to the U.S. in search of a better life. "The Gatekeeper" has won numerous national/international awards, includes music donated by Mr. Bruce Springsteen, has been featured nationally on CNN, NPR, and CBS radio. Washington, D.C., October 2003.

Israel's controversial security barrier. Jessica Montell and Yehezkel Lein, from the Israeli human rights groups B'Tselem, argue that Israel's security barrier will violate several key human rights of the Palestinians and will not result in greater security for Israelis. September 29, 2003.

The Search for Truth and Justice in Peru. Maria Del Carmen Cabrel Navarro, a Peruvian lawyer who defends Peruvian political prisoners, discusses the work of Peru's Truth and Reconciliation Commission which issued its report in August. September 29, 2003.

Lower-Skilled Migration in the 21st Century: Prospects and Policies. This meeting was co-sponsored by ISIM, the Migration Policy Group, and the Institue for Public Policy Research. It was hosted by the German Marshall Fund in Brussels. June 16-17, 2003.

Rights and Reconciliation in the Northern Ireland Peace Process. Marie Smyth, Founder & CEO of the Institute for Conflict Research, Belfast, says that without reconciliation between the two communities at the community level, a legalistic, adversarial approach to human rights will set back the cause of peace.
